Newly appointed Director of Public Prosecution (DPP) Wayne L. Rajbansie, in his remarks at the recent opening of the new law year, announced that his office will be working closely with the Royal Virgin Islands Police Force (RVIPF) on case file preparation.


The DPP said he envisions that this collaboration would give timely advice and instructions, in an effort to prevent potential human rights violations as well as constitutional infraction of rights and privileges.


Rajbansie opined that the new system will bring the existing system of arrest and detention up to best practice standards.


“The cooperation of the RVIPF is in this regard indispensable. I am optimistic that the present (Acting) Commissioner of Police has his hands on the pulse and, working collaboratively with the Office of the Director of Public Prosecution, we will have an immediate impact on criminal justice administration,” Rajbansie said.


The DPP disclosed that he has had meetings with the Acting Commissioner David Morris and they have identified numerous kinks in the chain that resulted in delay between arrest, charge and first court appearance.


The Director of Public Prosecutions said, based on discussions with the Commissioner and consultations with other stakeholders, a workable consensus has been arrived at.


He also disclosed that he has drafted several policies geared at alleviating these problems.


“Implementation of the aforementioned policies have already taken effect and is consistently under review. I envisage a smoother transmission of files, giving of instructions, case file preparation and management,” Rajbansie said.
